Sacramento State Government SocialHuman Resources 630 K St The California Victim Compensation and Government Claims Board (VCGCB) administers the California Victim Compensation Program, which was founded in 1965 and was the first such program in the nation. It also administers the state's Government Claims Program to review tort claims for damages against state employees or agencies. The VCGCB was first established in 1911 as the Board of Control. The three-member Board is composed of the Secretary of the State and Consumer Services Agency, the State Controller and a member appointed by the governor.
